Here are all the points addressed as well as the changes decided this Wednesday during the FIA World Motor Sport Council meeting:

**_Concerning Tires_**:

Pirelli has been chosen as the sole tire supplier for the Formula 1 World Championship for a three-year period starting in 2011. The sole supplier commits to strictly adhering to the sporting and technical regulations implemented by the FIA.

**The FIA Licenses for Team Personnel**

A proposal regarding specific licenses for team personnel registered in the FIA World Championship was presented to the Formula 1 Commission. Implementation is under study for the beginning of 2011, but also for other FIA World Championships thereafter.

Safety Car:

With immediate effect, no car may overtake until it has crossed the 1st line of the safety car when it returns to the pits. However, if the safety car is still on track at the start of the last lap, or has to take the track during the last lap, it will enter the pit lane at the end of said lap and the cars will cross the finish line under the checkered flag normally, without any overtaking.

General Safety Rules:

Effective immediately, any car driven unnecessarily too slowly, erratically, or deemed potentially dangerous to other drivers, will be reported to the stewards. This will apply whether the car is driven on the track, the pit entry, or the pit lane.

In order to ensure that the cars are not driven unnecessarily slowly during qualifying laps or reconnaissance laps, when the pit lane exit is open, drivers must remain within the maximum time set by the FIA. The calculation is made between the safety car line after the pit lane exit and the safety car line before the pit lane entry. The maximum time will be determined by the race director at each event and before the first day of practice, but may be modified during the event if necessary.

**The Grid**:

Starting from 2011, any driver whose best qualifying time exceeds 107% of the fastest time set in Q1 will not be allowed to take part in the race. In exceptional circumstances, however, which may include setting a suitable lap time in a free practice session, the stewards may permit a car to start the race. If several drivers are qualified in this way, the grid order will then be determined by the stewards.

Chassis adjusted by the driver:

Starting in 2011, adjustable bodywork elements may be activated by the driver at any time before the start of the race and, for the sole purpose of improving overtaking opportunities during the race, after the driver has completed two laps.

The driver will be able to activate the adjustable bodywork elements during the race only when notified by the electronic control system that it is possible. This system will only be activated if the driver is within one second behind a competitor at the predetermined positions around each circuit. The system will be deactivated as soon as the driver uses the brakes.

The FIA may, after consultation with all competitors, adjust the operating timing to ensure the optimization of adjustable bodywork elements.

**_The Aerodynamic Influence_**:

Except for adjustable bodywork elements necessary for the driver, no onboard system, device, or procedure that uses the driver’s movements to alter the aerodynamic characteristics of the car may be used.

The weight:

From 2011 onwards, the minimum weight of the car must not be less than 640 kg at any time during the event.

**Fuel**:

Effective immediately, if fuel is needed after a training session, the car in question must first return to the pits under its own power.

**Licenses**:

Based on his career and after verifying the times achieved in F1 test conditions, the World Council has approved the granting of a provisional racing license for four races to the Chinese driver Ho-Pin Tung.

The teams now have elements that can guide their choices in terms of research and development for the next season.
